Appeal lodged over Chorley housing rejection
Conlon Holdings is hoping to overturn the council’s refusal of plans for 76 affordable homes in Charnock Richard.
Landowner Conlon, working with Maybern Planning, submitted its proposals to the authority in March 2021. The scheme features a mix of one- to four-bedroom houses and apartments available for shared ownership and affordable rent.
Housing association Jigsaw Homes is lined up to manage the properties upon completion of the development.
Chorley Council rejected the scheme, proposed for a five-acre plot off Charter Lane, despite officers recommending it should be approved.
The authority’s planning committee refused permission for the development due to its scale and concerns about the impact it would have on local roads.
The Planning Inspectorate will hold an inquiry over the plans on 25 April.
To learn more about the project, search for reference number 21/00327/FULMAJ on Chorley Council’s planning portal.
Last year’s refusal was the second time that plans to redevelop the site have been blocked. In 2017, a joint application for 60 homes from Conlon and housebuilder Taylor Wimpey was rejected.
Case 5638 on why the planning system is broken. Hoping the developer wins and the council get taken for full costs.
