Royal starts £400m hospital bidding

Royal Liverpool University Hospital has officially launched the competition to find a PFI partner to replace the current facility with a new hospital.

A 30-year contract with Royal Liverpool & Broadgreen University Hospitals NHS Trust would involve the design, build and operation of the 1m sq ft new hospital on a cleared site next to the current base.

An open day will be held next Wednesday, 21 April 10 for contractors interested in the private finance initiative deal.

The trust said in its brief published today that a business plan was approved by the Department of Health. The Treasury Infrastructure Finance Unit may provide debt finance if the private sector is unable to raise sufficient debt finance.

Outline planning permission for redeveloping the site has already been granted by Liverpool City Council.

The trust said: "The underlying impetus for the proposed new hospital is the Firecode non-compliance of the existing hospital and also its deteriorating engineering infrastructure which increasingly threaten business continuity. The provision of the new hospital is also an essential component to enable delivery of the clinical model for the city."

The winning contractor will be expected to produce a masterplan for future development of the remainder of the large island site off London Road. This could include a new biomedical campus for research businesses and potential transfer of cancer services.

Around 50 hospital staff involved in the project could be transferred to the contractor under TUPE after the contract is awarded.

A shortlist of three firms is due to be published in July. The PQQ deadline is 2 June.
