Revised plans to add 100 rooms to Blackpool hotel

C1 Capital Partners Ltd and Mottram Estates are seeking to increase the capacity of the proposed development near the town’s Winter Gardens Conference and Exhibition Centre.

The land, bound by Adelaide Street, Leopold Grove and Alfred Street, is owned by Blackpool Council which gave the development outline permission three years ago.

C1 and Mottram benefit from an exclusivity agreement with the authority and are leading the redevelopment process in conjunction with Blackpool Council, with discussions taking place since early last year, according to the planning documents.

A design and access statement has been prepared by Studio Moren, while Mayer Brown has undertaken the transport assessment and drainage strategy.

Tyler Grange is responsible for the ecology report.

This fresh application has been lodged to bring the total number of rooms up to 266 from the initial 160, with the gross internal area of the site measuring 130,910 sq ft.

To accommodate this, there would be a reduction in the number of car park spaces previously earmarked in the previously approved plans.

According to a covering letter submitted by consultants Gerald Eve, the application to add more rooms reflects the “more efficient use of this previously developed site” and “the requirements of major hotel operators and the market demand for holiday, and tourism accommodation, in this  location.

This application sets out 10 parking spaces are proposed, including four accessible spaces, on a mezzanine style level, as opposed to the 94 parking spaces approved under the extant permission.

There would be no change to the height of the five-storey development.

The covering letter also says discussions are at an advanced stage with an internal hotel operator for a dual branded hotel, and the design of the hotel has evolved since the approval of outline planning permission in 2021.
