Developer bids to overturn Trafford resi rejection

Jumani Holdings has lodged an appeal against the council’s decision to refuse its plans for the Element, an 88-apartment scheme off Warwick Road.

Trafford Council refused the 13-storey development, designed by 5plus Architects, in May last year. This decision was against the recommendations of the authority’s planning officers.

Committee members said Jumani’s Element – proposed on the site of the former MKM House between the two sporting Old Traffords – would have an adverse impact on the street scene due to its height.

A lack of car parking and amenity space were also cited as reasons for refusal, while members were also unhappy about Jumani’s proposed 10% affordable provision, suggesting it could be higher.

“The appellant considers that the stated reasons for refusal are not justified and that planning permission should be granted”, a statement of case prepared by Avison Young on behalf of Jumani says.

An earlier application for a residential development on the same site from Warrington-based PHD1 – now dissolved – was approved by Trafford Council in 2016.

Avison Young states that the approved 2016 scheme features “shortcomings when compared with the appeal scheme”.

The earlier project proposed the creation of a 12-storey block with 89 apartments with no affordable housing.

In addition, the apartments at the Element all met nationally described space standards, whereas just over half of the flats in the earlier iteration complied, according to Avison Young.

The consultant also states that the newer scheme has more amenity space and would provide more than £500,000 of Section 106 contributions, compared to £50,000 for the earlier proposal.

The planning inspectorate will review written representations from both Jumani and Trafford Council before making a decision on whether to allow or dismiss the appeal.

The density here will be fantastic. Growth all round this area – The new Stretford Town Centre, Resi conversions at Seymour Grove/Trafford Bar, the UA92 (former Kelloggs area) and Trafford Wharfside.

Trafford, just approve it. It’s a nice looking scheme and greatly needed in the area. It’s not adversely tall and considering the amount of awful developments you approve (of which there is a huge list) this one is decent and of good quality.

Would Place Northwest please consider sharing the planning application reference number whenever reporting on things like this? It would be really helpful for readers wanting to see more detail on schemes.

Sounds like Trafford don’t have a leg to stand on here.
– 10% affordable is better than a lot of developments in GM
– Parking provision is less important than getting people to cycle (Trafford’s masterplan involves upgrading the bike lanes on Warwick Road and Talbot Road)
– as for adverse impact on the street scene, this looks to me significantly better than the dozens of existing high rise hotels and offices littering this area.

It’s not tall enough. It needs to be 80 storeys high so the top level can see the beach until Peel construct the ‘indoor’ one with artificial sunlit.
