Blackburn appoints Stantec for 1,500-home masterplan 

The consultancy has been appointed to draw up a strategy for the redevelopment of 240 acres off the A6119 north east of the town centre. 

Blackburn with Darwen Council’s executive met yesterday to formally select Stantec to devise a plan for the North East Blackburn Strategic Housing Site, which could accommodate 1,500 homes.

The site has been allocated for housing development in the council’s brand new local plan, adopted two weeks ago. 

It is estimated that around 700 homes across four phases could be delivered within the plan period, up to 2037, with another 800 beyond that. 

The site is under eight separate ownerships. The council is the largest single land owner with 45% of the total masterplan area. 

Stantec’s job will be to draw up an outline planning application for the entire site. It is anticipated this could be submitted next year. 

Stantec was one of 10 companies to bid for the job and earned an overall score of 71% for its submission. The next highest bid scored 63%, according to a report to BwD’s executive.
