PLANNING | Eastway retail heads Preston agenda

Plans by Hollins Strategic Land for a retail hub, given outline consent in 2018 after being scaled down from earlier proposals, will go before the city’s planning committee next week.

The Eastway retail hub is to be developed in an area south of the M55 and north of Eastway, in an area that has been characterised in recent years by residential development. The plans are for a supermarket of 19,350 sq ft, previously reported to be lined up for Aldi; six retail units of 1,200 sq ft each; a pub/restaurant; and a drive-thru coffee shop, linked by pedestrian and cycleway to the area’s new housing. The application site is a field of 4.7 acres, previously used as pasture.

Hollins’ original proposal in 2014 was refused and appealed, the appeal being dismissed in January 2016 – an updated application was refused in March 2015 and also lost at appeal. The third iteration of the project, 43% smaller than the original plan was recommended for approval in 2018.

Yorkshire-based architect One Design has designed the project for Hollins. In planning documents filed with the application, the firm said that development is to be orientated towards Eastway and away from the motorway, with a central east-west spine. It said that layout has been designed to break down the perception of a highways-dominated road, with buildings placed to improve visibility and respect the landscape’s character.

Also set for reserved matters approval is a phase of 45 houses, designed by LMP Architects, at the Ingol Golf & Squash Club, put forward by Fellows Homes and Jersey-registered Cleator Manor, which owns the golf course site. Fourteeen of the homes are to be classed as affordable. The wider site has outline approval for 450 houses and a training ground for Preston North End, to be bankrolled by club owner Trevor Hemmings.

The third item facing committee is a proposal by Anwyl Homes Lancashire for 34 homes at Ladybank Avenue, which is recommended for approval on condition of a Section 106 agreement providing for 30% affordable homes being secured. PWA Planning is representing Anwyl.
