The developer is seeking consent for the demolition of the former IBS warehouses on Waterloo Road in Liverpool to bring forward a 190-bedroom hotel.
Fast Growth Homes lodged plans for a nine-storey hotel, featuring 2,400 sq ft of offices, last year but Liverpool City Council has not yet determined the application.
The developer wants to start demolition work early next year, subject to council approval, but a contractor has yet to be appointed.
The majority of the warehouses have been vacant for more than 15 years, according to the applicant.
The 12,000 sq ft site is bounded by Porter Street and Regent Street in the Ten Streets area of Liverpool, 125 acres of former dockland north of the city centre that have been earmarked for redevelopment by the council.
NS Architects designed the scheme and The Planning Studio advised on the application.
