Rescued Baltic project tops out
Promenade Estates has reached the highest point at its 324-unit residential scheme facing Liverpool’s Albert Dock, three years after buying the stalled development from administrators.
The site was abandoned in 2008 when developer Windsor collapsed, leaving “a gaping hole in the city’s smile,” according to Danny Hynd of Promenade Estates.
Hynd added: “We’re delighted that we’ve removed a major eyesore in such a prominent location. It’s taken some doing because the site was exposed to the elements. There was six feet of water in the basement and buddleia sprouting up from the part-completed core. We’ve got there, and much credit is due to our professional team and to main contractor Balfour Beatty.”
Baltic Village is costing £35m to build and will be completed in spring 2017. The units are split across three blocks, with retail units at ground level, and 365 underground parking spaces. Funding has been provided from a mix of equity and debt from HSBC.
Falconer Chester Hall designed the scheme, with WYG acting as employer’s agents. Curtins was the structural engineer.
I am happy that this site is now reaching completion and the eyesore of the former construction has been covered. But I am not too pleased with the overall design and finish, to bland and pre fabricated.

The Ibis will probably be redeveloped in the near future and this will be much more prominent… I like the permeability though leading to the new Baltic Square… Looking forward to the conversion of Heaps Mill.
