4th Utility and ITS are working in collaboration to improve the lives of residents in Liverpool City Region, while making the area a more attractive prospect for commercial occupiers and investors.
At this half-day event, public and private sector leaders will discuss the importance of full-fibre and digital connectivity for the growth of Liverpool and its surrounding areas, while explaining exactly what it is, why it works, and why you should sit up and take notice.

- LORNA ROGERS, LIVERPOOL CITY REGION COMBINED AUTHORITY | Leads on mayoral programme delivery including LCR Connect, a 212km ultrafast fibre network that will connect all six boroughs in the region and link key digital assets.
- STEPHEN YOUNG, HALTON COUNCIL | Recently joined Halton Council as their new chief executive at the start of April 2022 with a mandate to lead the organisational transformation and service improvement programmes as well as continuing to grow the economy and regenerate the borough.
- ANDREW BYRNE, CBRE | Led on the repositioning of The Royal Liver Building, delivering a new offering within a city icon. He also acquired over 70,000 sq ft within The Spine for The Royal College of Physicians, and over 70,000 sq ft for Hana within the North West.
- TONY HUGHES, 4TH UTILITY | In 2017, Tony established 4th Utility after identifying a gap in the market for a business that could provide next-generation connectivity to boost the UK's digital economy. The business now employs more than 50 people from its headquarters in Greater Manchester.
- LEE REEVELL, HALTON HOUSING | Leads on the design, development, and implementation of digital projects that build capacity for innovation through technology & collaboration.
- CLLR TOM LOGAN, LIVERPOOL CITY COUNCIL | Oversees council partnerships with connectivity schemes to provide better quality education and training.
- DAVE HUDSON, ITS | plays a leading role in ITS’ major projects including LCR Connect, a joint venture with Liverpool City Region Combined Authority and delivery partner NGE.
- ALEX HARRISON, FALCONER CHESTER HALL | Recently project architect on the iconic India Buildings, the refurbishment of a Grade II* listed building into a Regional Government Hub for c4,000 employees.
