Success for Keepmoat’s keyworker flats in Blackburn

The developer has secured permission from Blackburn with Darwen Council to build 160 open-market homes and 50 affordable, key hospital worker apartments on land off Haslingden Road, as well as outline permission for a further 100 key worker flats.

Blackburn approved the proposal for the nearly 14-acre site near Fishmoor Reservoir at its meeting on 21 April.

Under Keepmoat Homes’ plans, both the 50 initial apartments and the 100 future flats will prioritise key workers connected to Royal Blackburn Hospital. The first set of apartments will all have two bedrooms.

The first 50 flats will be divided between two apartment blocks, which will increase from two to four storeys. There will be a parking court for residents.

Of the open-market houses, 15 will have two bedrooms, 86 will have three and 59 will have four bedrooms. The houses will have off-street parking.

Access to the development will come from the south side of Haslingden Road.

Cass Associates submitted the application on behalf of Keepmoat Homes, which commissioned Baldwin Design Consultancy to design the scheme.

A construction plan included in the application projected a work start date of June, with the aim to complete within three years.
