Plans in for 50 Rossendale homes
Howe Construction Services has lodged outline proposals for 50 homes off Burnley Road in Loveclough.
The applicant is working with C49 Architecture on the project. The scheme would include around 10 affordable homes.
The application site occupies a parcel of land immediately adjacent to the western edge of Loveclough, fronting Burnley Road. C49 said that the site “forms part of the existing settlement fringe and maintains strong physical, visual and functional relationships with the urban area”.
As explained in C49’s design and access statement, land levels fall away from Burnley Road towards the western extent of the site.
This topographical relationship “provides natural visual containment and creates opportunities for development to be integrated into the landscape whilst limiting visual prominence”.
C49 added that the site also contains environmental assets including existing vegetation, ecological corridors and watercourse features that have informed the evolution of the development framework. These features are not treated as constraints to development, but an opportunity to create a distinctive, landscape-led neighbourhood, the architect said.
Not everyone agrees. Validated on Rossendale Council’s planning portal on 20 July, the proposals have already attracted a number of objections, citing concerns including impact on highways, schools, healthcare, and local wildlife.
It is also claimed that the greenfield site is an important buffer one between the Loveclough Fold conservation area to the north and the Goodshawfold conservation area to the south.
