PLANNING | Warrington approves flats and Lymm care home

A care home and nursery on the site of the Lymm Hotel and two apartment schemes of a combined 228 homes are set to go ahead after securing planning consent from Warrington Council.

All three went before Warrington’s development management committee and were all approved in line with officer recommendations, despite the Lymm care home proving to be controversial.

The plans by New Care were previously refused earlier this year, and have seen a war of words erupt between the developer and a local councillor.

The developer, part of the McGoff Group, is proposing to build a care home, a children’s day care centre, and elderly care apartments on the site of the former Lymm Hotel, bordered by the Bridgewater Canal, Statham Avenue, Statham Close, and Whitbarrow Road.

A previous application for this site by New Care for a larger scheme featuring a 72-bed care home, a 120-capacity nursery, and 52 retirement flats was refused by Warrington Council in April this year. However, the latest application has been approved, subject to the nursery being limited to 90 places, along with a restriction on the hours of operation of the nursery’s play area.

The approval came despite fierce opposition from Liberal Democrat Cllr Anna Fradgley who claimed it was “overdeveloped, overbearing [and] poorly designed” and said the care home would “resemble a prison or army barracks”. More than 180 local residents wrote to object to the scheme, criticising its “high density” while others claimed Lymm “[does] not want or need another care home”.

The committee also approved an application by developer Carpenter Investments to build 189 apartments on the former AJ Beer timber yard on Station Road, pictured above.

Designed by architect L7, this features three apartment blocks housing 189 flats in total. These are split between 39 one-beds, 138 two-beds, and 12 three-beds, all available for private rent with 63 apartments in each block. There is also space for 232 cars on site.

This project was given the go-ahead subject to a Section 106 agreement Section 106 which includes a £145,700 contribution towards health provision; a £45,000 playing pitch contribution; and a £142,720 non-pitch sports contribution.

The developer will also be required to make 20% of the homes on site affordable; this equates to 38 properties for affordable rent.

In the town centre, proposals by developer James Peacock Property were also given the green light. This is for 39 one and two-bed apartments in a six-storey, 24,000 sq ft block at the former Lloyds Bank on Town Hill, pictured below.

The site had originally received planning consent for 24 apartments but the developer added more apartments and a roof garden in a fresh application.

Adam Jude of James Peacock Property said: “We are delighted to have received planning permission for 39 apartments at Town Hill. The roof top garden will be a wonderful addition to the town, encouraging nature to the area and provide an outdoor community space not seen in any previous Warrington development.”
