Peel’s £155m Mosley Common masterplan approved

Wigan Council has signed off the developer’s vision for 1,100 homes, primary school, parkland, and a transport hub on 156 acres in Tyldesley.

This marks the second approval for Peel L&P’s masterplan, which was originally given the go-ahead in July by Cllr Paul Prescott, the portfolio holder for planning, environmental services, and transport.

Cllr Stuart Andrew Gerrard subsequently requested the application be called-in on grounds that a consultation held in March was not long enough and that there are questions to be announced regarding the travel scheme, funding, and the need for a primary school.

In his September decision, Prescott said he was happy with the length of the consultation. He also said he was satisfied that a Section 106 agreement would be an appropriate approach to having a new bus stop and the increase of service capacity.

Regarding the school, Prescott said that the council’s education service had agreed that there would need to be a primary school based on their assessment.

Other issues, such as funding for a secondary school or detailed transportation plans could be addressed in a subsequent application or Section 106 agreement, according to the decision report.

Annabel Baker, associate director of development planning at Peel, welcomed the decision.

Baker said: “The council’s renewed endorsement of the masterplan reflects the site’s status in this plan and the important contribution that it can make towards addressing Greater Manchester’s housing crisis, whilst providing better transport infrastructure and amenities for the local community.

“We’ve always said that more detail around the plans will be part of a later planning application and we look forward to undertaking further community consultation so we can work closely with local residents to help shape the detail of the final plans.”

Peel has said the proposed development would create 200 jobs.

JTP prepared the masterplan framework document for Peel. The site in question, which sits north of Mosley Common, has been allocated for 1,100 homes in Places for Everyone, which is awaiting government approval before being adopted locally.

The proposals include three green spaces: Mosley Woods, Mosley Mosslands, and Honksford Meadows. Peel said it hopes these parks will be destinations in their own right and help boost biodiversity.

There are also several different neighbourhoods proposed: Tyldesley Fields, Mosley Woods, Bridgewater Village, Honksford Meadows, Mosley Village, and Platts Fold Fields. These would have their own character and would be brought forward by different housebuilders.

Peel has said a quarter of the homes built would be designated as affordable housing.
