Peel NRE gets all-clear for CF Fertilisers demolition
The 134-acre Ince site was acquired last March to enable expansion of the Protos energy park.
A decision notice has this week been published on Cheshire West & Chester’s planning portal, giving Peel NRE approval to proceed with its plans to clear the site.
Contractor DSM Demolition has set out the plan for the project in documents filed with CWAC.
The site is located in Ince, just off Marsh Lane, which runs off Pool Lane. It sits just to the south of the Ince biomass plant and the Protos energy recovery facility, with the Encirc glass facility off to the west.
Due to the large number of buildings on the site, DSM has set out a phased operation, dividing the site up into six segments. The site was decommissioned and decontaminated by CF Fertilisers in 2023, said DSM.
The segments:
- Segment one: Offices and car park
- Segment two: Truck parking and external loading areas
- Segment three: Bulk stores
- Segment four: Workshops/stores and contractor compounds
- Segment five: Ammonia plant
- Segment six: Nitric acid and NPK plant.
DSM’s site management plan sums up that: “The CF Fertiliser site is classed as medium to low risk for the demolition works due to its location and the large distance to high risk receptors.
“There is little to no public footfall anywhere near the site and the site is located in a new industrial development area, with established construction activities. There are no outdoor amenities in the immediate vicinity or surrounding land where users can reasonably expect enjoyment of a high level of amenity.”
The firm added that “the majority of the structures to be demolished are steel framed buildings which have a much lower level of dust generation during demolition than concrete and brick structures”.
The site acquisition was completed in March last year.
Peel NRE’s project team includes planning advisor Turley, Ecology Consulting, and technical engineering consultancy TUV Rheinland.
