Path clear for nearly 600 Blackburn houses
Councillors voted to grant full planning permission for Persimmon Homes Lancashire’s 553-residence neighbourhood off Heys Lane, as well as outline approval for up to 45 more.
The vote was taken on Thursday and focused on the housebuilder’s vision for a 101-acre site on the edge of Blackburn town centre. Persimmon wants to build a mixture of detached, semi-detached, and terraced houses on the land, alongside 30 acres of open space and green corridors to accompany five acres of existing woodland.
The project also includes two playgrounds and a network of cycle and footpaths.
Full planning permission was given for 553 homes, none of which would be designated affordable. These break down to 123 with two bedrooms, 159 with three, 198 with four, and 64 with five.
The outline planning application is for up to 45 homes, but exact details regarding their size or layout will be determined at a later date.
All of the homes will have EV charging points and solar panels. The scheme also promises to deliver 10% biodiversity net gain through on- and off-site contributions.

Persimmon land director, Andrew Laing, said: “This development will provide a range of house types for young people, families and downsizers alike with excellent access to local amenities.
“In addition to delivering much-needed quality new housing, approval of these plans also secures further investment in Blackburn.”
Emery Planning assisted Persimmon on the application, with SCP on transport, Edge CE on flood risk, Wardell Armstrong on heritage, and Cass Associates on landscape and visual impact.
