NWCH medium value framework to be reprocured

Contractors including Bam, ISG, Laing O’Rourke, Seddon, and Wates face a fight for the North West Construction Hub’s medium value framework after the organisation kicked off reprocurement this week.

The NWCH is planning to hold a series of soft market testing events in the North West next month to sound out contractors on how to take the medium-value framework forward.

The current framework covers public construction projects across the North West that range between £2m and £9m, and is available to local authorities and public bodies in the region.

Running between 2014 and 2018, the existing framework includes 12 lots; 10 sub-regional and two regional.

The contractors currently on the framework are Bam, Conlon, Galliford Try, ISG, Keepmoat, Kier, Laing O’Rourke, Seddon, Vinci, Wates, and Willmott Dixon.

All contractors aside from Conlon have a place on the regional lots covering either construction only or design-and-build projects across Cheshire, Cumbria, Greater Manchester, Lancashire, and Merseyside.

Conlon has a place on five lots: construction-only projects in Cumbria, Lancashire, Greater Manchester, Merseyside, and Cheshire.

Market testing events will be held at the Solaris Centre in Blackpool on 12 February, and in Manchester on 27 February, although a venue is yet to be confirmed.

The NWCH is also in the process of reprocuring its high value framework, having issued refreshed tender documents at the start of the year.

The existing £1.5bn framework, which was awarded in 2014 across two lots, has six construction partners: Bam; Galliford Try; Kier; Laing O’Rourke; Morgan Sindall; and Wates.

In a departure from its previous iteration, the high-value framework is being procured across three lots: the first covering works between £8m and £15m; the second covering works ranging between £15m and £35m; and the third including works worth more than £35m.

It is expected that 16 firms will be invited to tender for the first two lots, and 12 will be invited to tender for the third lot.
