Reaper plots Darwen homes

The developer has got the ball rolling as it looks to deliver 210 homes either side of Marsh House Lane, filing a screening report with the local authority.

In line with Environmental Impact Assessment regulations, advisor DLP Planning has requested that Blackburn with Darwen Council adopt a screening opinion in relation to the plans.

The screening report submitted by DLP outlines how Reaper intends to develop the two parcels of land into a residential settlement of up to 210 homes, together with associate engineering and landscaping.

Taken together, the parcels amount to around 27 acres. The site is on the eastern edge of Darwen and is entirely within Flood Zone 1. Up to 125 homes are proposed for the northern parcel and 85 for the southern.

A screening opinion is required from the local authority because the scheme exceeds 150 homes, but DLP’s view, as put forward in its covering letter, is that the scale of the project is not of sufficient scale to warrant the requirement for an EIA as the plans head towards an outline submission.

DLP said that any environmental impact would be localised and can “be appropriately mitigated and would not give rise to any significant effects, either in the context of the proposal on its own or cumulatively with other proposed and committed projects in the surrounding area”.

Applicant Reaper is registered in Chorley. CASS Design is also advising.

The proposals as they currently stand can be viewed on BwD’s planning portal with the reference 10/25/0030.

Every week or so there appears to be a new housing development in Blackburn obviously an ambitious council with a strong local plan aimed at growth

Ah but are these houses a good quality scheme in itself or just the usual rubbish?

Green Hills in Feniscowles is very good but I did see a truly awful Persimmon scheme elsewhere in the borough.
