Warrington Council and Muse Developments have lodged a planning application for the £52m regeneration of the Bridge Street retail area in the town centre.
The proposals for a cinema, shopping centre, restaurant and leisure development, with a market hall and civic offices were put together following a public consultation with local residents and retailers.
The joint venture is understood to be in talks with cinema operators to take space on the site.
Subject to planning approval, the first construction phase of the project is expected to start in January 2015.
In order to facilitate delivery of the Bridge Street scheme and minimise disruption for the existing market traders it is intended to deliver the market in two stages. In the first stage a new retail unit will be constructed on the site of Time Square which will be fully equipped and fitted out to serve as a two-year provisional home for the market. This will then allow the market hall to be demolished and the new market hall to be built behind the listed façade of the former Boots building on Bridge Street.

Muse was selected in June 2011 by Warrington Council to deliver more than 500,000 sq ft of retail and leisure along with public spaces, indoor market and parking.
