Commercial property management company Telereal Trillium has submitted an outline planning application to Wyre Council for the regeneration of an 44-acre-site in Thornton Cleveleys.
The brownfield site, located five miles north of Blackpool, is due to be vacated by the Department for Work & Pensions in autumn 2013.
The proposals include five hectares of residential development, a 40,000 sq ft supermarket, a sheltered housing scheme and nearly three hectares of employment land.
The plans have been drawn up in consultation with DWP, Wyre Council and the local community.
A spokesman for Telereal Trillium said: "Following our successful public consultation exercise earlier this year, we are committed to bringing the site back into productive use as quickly as possible so it can continue to make a positive contribution to the local economy and this is an important step in that process."
GL Hearn is providing planning, communications and agency advice to Telereal Trillium, and will sell the site once planning permission is granted.
Mike Baker, head of planning at GL Hearn's Manchester Office, said: "We are providing Telereal Trillium with a wide range of services which has enabled us to advise on the planning, political and market context and ensure the application contains the best mix of uses for all concerned."
DWP currently occupies the majority of the site and, as part of its rationalisation of its estate on the Fylde Peninsular, will be moving most of the existing workforce to other nearby locations over the summer.
The site will continue to be an employment location, with 840 jobs in Clarke and Tomlinson House remaining as well as the potential new jobs in the 2.8 hectares of employment land in the new scheme.
