Citizens Advice Bureau has taken the final commercial office unit at St Modwen's Haletop East development on Rowlands Way in Wythenshawe, south Manchester.
Citizens Advice Bureau signed a five year lease on the 3,200 sq ft first floor office for £28,000 a year.
Other operators including Gamezone, Manchester Credit Union and Skills Solutions all took units in the 15,000 sq ft development in 2009.
Steven Knowles, development director at St Modwen, said: "To achieve full occupancy at the development is a significant milestone for us and will be welcomed across the town. The town centre is really thriving and we are running at an occupancy rate of 100% for retail.
"The development of Haletop East is part of our on-going renewal of the town centre which will take a major step forward later this year with the completion of the Etrop Court office and retail development. We are committed to maintaining the vibrancy of Wythenshawe town centre and adding new elements to enable it to thrive."
Johnson Fellows and Colliers International are the joint agents on Haletop East.
