Acting on behalf of HB Community Solutions and Bolsterstone Chesterfield LLP, Manchester-based HOW Planning has submitted a hybrid planning application for a residential scheme in Blackburn.
The two-acre site on Moorgate Street, which is close to the town centre and previously housed Moorgate Mill, has recently been cleared for development.
The application proposes a supported living scheme comprising two buildings, one with eight apartments and another with 12. Another 17 units are envisaged in an outline section of the application with all matters reserved for later detailed plans, apart from access.
Jon Suckley, associate at HOW Planning, said: "The vision for this scheme is to deliver a sustainable development on what is a vacant and under-used brownfield site. Approval of the application will ensure our clients can help realise its full potential, by bringing it back into beneficial use through new homes and investment to the area."
The site is bounded by the Leeds-Liverpool Canal, which will be landscaped as part of the new development, 500m from Mill Hill neighbourhood shopping centre.
