PLANNING | Sefton approves two large extra-care schemes

Both Birkdale Retirement Village’s 147-home extra care project and Housing 21 and Onward Homes’s 91-unit extra care development with 67 homes were approved at the planning meeting yesterday.

Located on the site of the former Birkdale School for the Hearing Impaired, the approved plans called for the building of 147 extra-care apartments across six blocks off Lancaster Road in Southport.

The plans include the grade two-listed school, which was built in 1901 but had been unoccupied since 2003. The school was heavily damaged by a fire in May 2010.

Buttress Architects designed the scheme, which is geared for residents aged 55 and older. It includes both new buildings and refurbishing the school so that it can hold assisted living units for those who require more support services.

Amenities for residents include a restaurant, bar, lounge, courtyard garden, library, treatment rooms, gym, hairdresser and activities room.

Cinnamon Care is slated to be the care provider for the development.

The project includes providing 151 car parking spaces, of which 15 would be EV charging points. There would also be spaces for 31 cycles and five motorcycles.

The Environment Partnerships was the landscape architect. Sedgwick Associates led on planning. FutureServ was the MES consultant and Frederick G. Markland Associates was the structural engineer for the scheme.

Housing 21 and Onward Homes’s application

Paddock Johnson designed the project on the old Arriva Bus Depot site off Hawthorne Road in Bootle. The depot closed in 2012 and was demolished in 2019. The more than 6.5-acre site has since been cleared.

Regarding the housing element, the project includes 55 houses and 12 apartments, as well as 91 extra-care apartments – all of which will be designated affordable.

There will be 30 two-bedroom houses and 25 three-bedroom ones, according to the approved plans. The 12 apartments will all be one-bedroom, walk-up flats.

Onward Homes estimates that the houses will have an anticipated lifespan of 60 years for their main structural components and will only need minimal maintenance during that time.

The extra-care home would offer 34 one-bedroom and 57 two-bedroom apartments. There would also be several communal facilities including a bistro and a hair salon.

The approved plans include 165 car parking spaces and four disability ones.

The project team for the application included Savills on planning and TEL Landscape Architects.
