Major St Helens development site moves to next stage
BXB and Promenade Estates have advanced plans for the 104-acre Cowley Hill Works in St Helens, with a draft masterplan sounding out the potential for 1,250 homes and 52,000 sq ft of mixed-use space.
The masterplan, drawn up following an initial round of public consultation earlier this year, includes several development plots for up to 1,250 homes of mixed tenures. Around 75 acres has been set aside for residential development with a further 30 as open space.
The homes will be developed by BXB and Promenade in partnership with a housebuilder and will be built over four phases. The opening phase will begin where the site meets Cowley Street with townhouse-style homes targeted at first-time buyers and the private-rented sector.
Elsewhere within the site, there will be options for further housing types including retirement living.
The joint venture of BXB and Promenade is looking to submit outline planning permission for the entire site with the selected housebuilder to bring forward detailed planning applications for each phase, which will provide more detail on the size and scale of the homes to be delivered.
A planning submission is expected by the end of the year.
Cowley Hill Works is within walking distance of St Helens town centre. The site is owned by NSG Pilkington UK, which will continue to operate from its current factory, on a 40-acre site immediately east of the site. The JV said that its understanding is that proceeds generated from the sale of the land will be re-invested by NSG Group into the St Helens operation.
The professional team on the project includes Nexus Planning, Brock Carmichael, Curtins, RSK, ERAP Consultant Ecologists, TBA Landscape Architecture and Lexington.
Two public consultations on the masterplan are taking place next week on Tuesday 29 October and Wednesday 30 October. Both will take place between 3:30pm and 7:30pm at The Mansion House in Victoria Park.
