Decision nears on Springmount Mill

Carpenter Investments’ reworked plans to deliver 202 apartments could finally go before Stockport’s planning committee in March.

According to an update prepared for this week’s meeting of Stockport’s central area committee on stalled sites, a viability appraisal for the Springmount Mill scheme is currently being independently assessed.

Once complete, this will feed into a planning report on the proposals, which would then be considered by the committee meeting on 10 March.

Carpenter has been looking to stack up development at the Brinksway site for some years. In a project put forward across 2017 and 2018, the firm proposed 175 apartments across three new blocks, with the mill’s façade to be kept.

However, part of the mill’s roof blew off in high winds, and the building part-demolished, dragging back further an always-tricky project, with issues over retaining locally-listed features and affordable home viability. The site has since been cleared.

A fresh consent was sought in December 2020 by Carpenter, a Liverpool developer advised on the project by The Planning Studio and L7 Architects.

The plan is now for three blocks of six to eight storeys, but obstacles remain, including significant remediation costs at what was formerly a paint and bleachworks.

A report in December suggested Stockport should look at harnessing financial backing from Homes England or other sources to support delivery, while the local authority is also encouraging dialogue between Carpenter and Stockport’s registered provider partners.

There is encouraging news on one of Stockport’s other two priority stalled sites, St Augustine’s church in Edgeley, where work is expected to complete within weeks. At the third site. Kent Road in Cheadle Heath, a registered provider has been approached to take the site on.
