Chorley housing refusal overturned by inspectorate

Developers Roseland Capital Property and Monaco Nell Lane can press ahead with plans to build 115 homes in Clayton-le-Woods following a successful appeal. 

Chorley Council refused the companies’ application to redevelop the 8.5-acre Nell Lane site in October 2020 due to a lack of affordable housing. 

At the time, the developers pointed to the scheme’s viability as the reason for not proposing any affordable homes on site. 

The developers maintain their viability appraisal was robust but that they have agreed to provide 34 homes available at below 80% of the market rent, “in the interest of bringing the site forward”.

The scheme will comprise a mix of two- and three-bedroom semi-detached homes, as well as detached four-bedroom houses, all available for private rent.

The site is bounded to the north by Nell Lane, to the south by Redrow Homes’ The Hedgerows development, and to the west by Cuerden Valley Residential Park. 

Lichfields is the planning consultant for the project and DLA Design is the architect. DAC Beachcroft represented the developers through the appeal process.

Would also like to understand why we need traffic chicanes in Nell Lane that are quite insensitive to the rural feel. It is a dangerous rat-run and I have seen many near misses – speed bumps would have been more suitable and less obtrusive.

Very disappointed to read that plans have been passed. Money talks. Why are you considering ugly chicanes which are totally out of character with the surroundings. I would have thought speed bumps would be a more suitable traffic calming method which would blend in with the road and have the same effect. My experience of chicanes is people tend to drive faster to get through before the oncoming traffic gets to it. Please give my comments some serious consideration. Thankyou.
