MCI plots Hyndburn homes

Proposals have been lodged for 91 dwellings off Whinney Hill Road in Altham by the Keepmoat subsidiary.

Architect JDA and planner Eden are working with the developer – Keepmoat’s mixed-tenure arm – which said that 20% of the homes at the nearly seven-acre site will be affordable, with the remainder either going to market sale or private rent.

The housing breaks down as 52 two-beds, 27 three-beds, and 12 four-beds. A new access is proposed off Whinney Hill Road, while connections will be created to bus stops on Bolton Avenue, a linkway that will also benefit employees at the nearby Huncoat Business Park.

The site is south of Whinney Hill Road, around a mile to the north of Accrington. It is bound to the east by Sankey House Farm and a caravan park, to the south by Whinney Hill Woodlands, and to the west by Suez’s landfill site and a sewage works. Whinney Hill Quarry lies across the road, to the north-west. The site is currently made up of rough grassland.

Officer views as noted in the planning statement include contributions likely being required on education and open space, and checks on air quality being important due to landfill site’s proximity.

The policy position of the site is not exact, due to the local plan still being under examination, however the site is within the settlement boundary.
