Liverpool to unlock stalled former Fowler project

London-based ASBBJ Real Estate UK took control of the apartment project off St Anne’s Street that Liverpool FC legend Robbie Fowler once had a hand in last year, and is hopeful of having its revised proposals approved next week.

Liverpool City Council’s planning committee is recommended to approve the application, which would comprise 254 apartments across two blocks of six and seven storeys.

The project would feature a mix of one-, two-, and three-bedroom apartments with the majority – 165 units – offering a single bedroom.

JWPC is advising ASBBJ on the proposals and Lawray Architects is leading on design.

The two-acre site close to the Merseyside Police HQ has previously been the subject of two approved planning applications for 313 and 325 flats but no work has ever taken place on site.

In 2020, former Liverpool footballer Robbie Fowler announced his involvement in the scheme in partnership with Elatus Homes and his image appeared on hoardings around the site. It is unclear if he is still involved.

St Annes Street Limited, an SPV that lists Elatus’ sole director Robert Taylor and former Liverpool footballer Sean Highdale as directors, lodged plans designed by RBA Studio for a 300-apartment scheme on the site in 2020.

However, that application was refused and in June 2023 the site was put up for sale before being sold to ASBBJ.

ASBBJ is headed up by Christopher Whetstone, who is also the managing director of agency Flambard Williams, which is selling the apartments off-plan, advertising returns of between 7% and 10% for investors.

Taylor/Highdale also had the Norton site in the Baltic.
That too was also sold.

Just get in with building to much red tape and complaints the city is miles behind the likes of Manchester for building work

If this project consists of one 6 storey block and one 7 storey block does Gateway 2 only apply to the 7 storey block, therefore allowing for the 6 storey block to proceed while the 7 storey block gets delayed by the Building Safety Regulators.

Hope this gets approved and the developer completes the scheme, however what an odd day to have a planning committee meeting so near xmas, especially as this is the only item on the agenda.
A cynic might think it’s just an excuse to meet up for a jolly before the seasonal break.
