Another change proposed for Lancaster PBSA

Afar Properties has submitted plans to convert 96 one-bed student accommodation bedrooms into 62 one-bed studio flats, as well as installing a three-storey front link extension to the building.

En-suite facilities, two communal living areas, a communal gym, a meeting space, and a communal toilet near the entrance and within the proposed front extension would be added to the student block, which sits off Moor Lane in Lancaster.

The extension would be defined by a frontage of porcelain rainscreen cladding, according to the application’s agent and designer, Zub Architecture.

Several change of use applications have previously been rejected by Lancaster City Council on the grounds of the frontage’s “inappropriate” material and scale, according to a design and access statement.

Plans would require the removal of 15 existing communal toilets, 18 communal bathrooms, and 11 communal kitchen and living spaces.

When complete, the PBSA block will have gained almost 2,400 sq ft.

Bike storage and laundry facilities would round off the scheme.

Mill Hall, the subject of the application, is a grade two-listed mill built in 1819.

A public-facing outdoor café kiosk would be built following a required adaptation of the existing raised garden area.

The café will be accessible either from the Mill Hall grounds or via the canal-side pedestrian gate.
