Lancaster approves 209 homes
Two housing schemes, Robert Hughes’ plans for Carnforth and Oakemere Homes’ Nether Kellet neighbourhood, were greenlit by the local authority on Monday, as per the planning officers’ recommendation.

A full application from applicant Robert Hughes to develop 71 homes and an outline application for a further 87 homes in Carnforth have been approved by the city council’s planning committee.
The hybrid aspect of the plans first received consent in October 2024, but material changes to the scheme’s flood mapping and the publication of a strategic flood risk assessment have forced the application to return to Lancaster City Council’s planning committee.
Plans were presented to the city council by Graham Anthony Associates on behalf of applicant Robert Hughes.
The full aspect of the application seeks consent for 71 homes – eight one-bedroom apartments, 20 two-, 30 three-, and 13 four-bedroom houses.

A two-storey block would host the apartments.
These properties would be sited across 8.6 acres on the land at Brewers Barn, and the neighbourhood will be called The Brewer’s.
It is expected that 21 units or 30% of the properties are to be affordable – an agreement has already been reached with South Lakes Housing to acquire those units, which would be split across eight one-bedroom flats, five two-, and eight four-bedroom homes.
The application’s second part sought consent for outline permission for a further 87 homes, as well as access, open space, and the required infrastructure to link up the nine-acre site to the canal towpath.
A housing mix and the full scale of the development have yet to be proposed.

Lancaster City Council also granted approval to Oakmere Homes’ outline plans to bring forward a 51-home neighbourhood in Nether Kellet.
The 5.8-acre development to the east of The Limeburner’s Arms pub will provide 40% of its properties as affordable, following a Section 106 agreement between Oakmere and Lancaster City Council.
Each home would have a private garden and ample parking provision according to plans brought forward by JWPC Chartered Planners, which also provided designs on Oakmere Homes’ behalf.
A requirement for on-site greenspace and the setting up of a management company to maintain the site have also been added to the agreement.
Further details on scale, a proposed housing mix, and public open space will require a reserved matters application.
The project team bringing forward the scheme includes DTPC Transport Planning Consultancy, Gadsden Consulting, BEK Enviro, PDP Associates, JWRC Conservation, Martin Environmental Solutions, and FES Group.

Actually, the Nether Kellet site is likely to have significantly less than 40% affordable housing as Oakmere returned to the council to request a reduction in the number. Profit is king after all. It is worth noting that the Nether Kellet site is on an area of designated open countryside, in a conservation area and a mineral safeguarding area. The development also poses a significant flooding risk to the current residents as it is on a considerable slope and Nether Kellet has previously suffered flooding.
The 198 residents who petitioned against this development are appalled.
