Homes England is looking to recruit an experienced development manager to join its North West land team in Manchester or Warrington.

The successful candidate will play an integral part in the implementation of Homes England’s Land Strategy. Specifically, the role will involve:

  • Taking responsibility for the identification of sites throughout the region with residential development potential
  • Negotiating terms for the purchase of identified sites with landowners and agents
  • Preparing de-risking strategies (e.g. securing planning, carrying out demolition works, delivering infrastructure, etc…) aimed at making them development-ready for developers
  • Creating a business case to Homes England’s Senior Leadership Team to secure funds associated with the acquisition and de-risking works
  • Managing solicitors to contract the acquisition
  • Following the completion of de-risking works, devising creative disposal strategies for the sites which seek to promote the development of sites at pace
  • Managing competitive developer procurement exercises based on the agreed site disposal strategy

The role will involve you managing a wide range of consultant teams, including valuers, engineers, planners, estate managers, economists and solicitors – and may also involve the direct management of internal Homes England staff.   The role will also involve management of relationships with Homes England’s key stakeholder partners, including local authorities, other government departments, registered providers and developers.

The successful candidate must be able to demonstrate the following qualities:

  • Direct knowledge and experience of all stages of the residential development process
  • An excellent network of contacts from across the northwest property industry
  • Sound commercial acumen and judgement – including the ability to foresee and manage risks and achieve value for money through effective negotiation skills
  • Disciplined project management skills – with a proven track record for delivering projects on time and to budget
  • Excellent people and relationship management skills
  • The ability to think creatively and strategically
  • Exceptional communication skills – both written and verbal
