This year Manchester will launch a new Housing Strategy.

The strategy will articulate the role of housing in the context of Our Manchester and the contribution of housing to the Economic Recovery of the City. A key element of the recovery is the development of a sustainable low carbon house building programme to meet our Climate Emergency target of a zero carbon city by 2038.

Manchester is already on track to deliver 32,000 new homes by 2025 ensuring at least 20% are affordable to households on low or below average incomes. Part of the ambition relates to increasing the number of low and zero carbon homes in the residential pipeline and existing stock by effectively engaging with delivery partners.

To support the delivery of this varied, challenging and ambitious work programme we are looking for a Zero Carbon Project Manager to expand our team.

This post will lead on the research and development of the zero carbon housing strategy.

You will work alongside partners to develop an evidence-led approach to how we plan to decarbonise housing in the city both in terms of new buildings and the existing stock (RP owned and private provision).

You will work with members of the Manchester and Greater Manchester Housing Providers Partnership to deliver zero carbon affordable homes across the city.

This is a new role designed to help us scope, shape and deliver significant improvements to the way we approach, fund and deliver sustainable residential development, in tandem with our existing economic growth and regeneration priorities in key neighbourhoods across the city.

You will have an established network of contacts across the sustainability sector and will be able to demonstrate clear and credible experience of working in a low carbon setting within the residential market either in Greater Manchester or a comparable city area. In return we offer a dynamic working environment with scope to develop and the opportunity to play an essential role in the creation of a net zero carbon Manchester.

Candidates are expected to:

  • Understand the Climate Change issues in Manchester
  • Lead the implementation of strategies and overseeing development plans through to delivery, working with a diverse community of councillors, community leaders, residents, private landlords and registered providers
  • Work with colleagues within and outside the council to deliver an ambitious retrofit programme
  • Interpret data to understand investment options and articulating delivery proposals
  • Work with members of the Manchester and Greater Manchester Housing Providers Partnerships

This post will lead on the research, development and completion of the housing zero carbon strategy and delivery plan and future emerging housing priorities.

This post will develop into a wider strategic role but will be fully engaged in our approach to zero carbon in the private and public sector for a number of years.
