Blackburn with Darwen Council’s Growth and Development Department has a new opportunity for a highly experienced professional to join our Growth Team; the Council’s strategic and delivery arm tasked with engaging, promoting and delivering the borough’s ambitious Growth Programme.

The Council has embarked on a comprehensive Local Plan Review, which will set out the borough’s latest growth strategy and planning policies up to 2036.  The main purpose of this role will be to manage the Local Plan process, supporting the Strategic Planning and Development Manager.  This high-profile, dynamic and senior role will require extensive experience in the production of Local Plans and other strategic documents, along with a strong ability to appoint and manage external consultants.

A key part of the role will also involve supporting the Council’s wider Growth & Development functions by producing innovative and creative solutions around matters such as economic strategy, masterplanning and securing external infrastructure funding where opportunities arise.

This role reports to the Planning Strategy & Development Manager and also works closely with the Director of Growth & Development.
