An exciting opportunity is available to join Blackburn with Darwen Borough Council in its goal to deliver positive, local change around the Climate Emergency agenda. The Council declared a Climate Emergency in 2019, and as part of this stated its ambition to be a carbon neutral Borough by 2030.
A Climate Emergency Action Plan was approved in 2020 setting out a wide range of projects and activities to help support achievement of this aim. Some good progress has been made, however the Council is now seeking to accelerate this work and raise its ambitions with respect to delivering real change.
This new post will play a key role in delivering projects set out in the Council’s Climate Emergency Action Plan. It will also help to develop and implement other specialist projects that deliver continuous improvement in support of the climate change agenda.
The post holder will report to the Council’s Environment and Sustainability Manager. Both posts are part of the Strategic Planning and Transport Team which itself sits within the Growth and Development Service, part of the Council’s Place Directorate.
It brings together officers with expertise in strategic planning, strategic transport and environmental policy and projects. This is an exciting opportunity to work, and make your mark, in a diverse, dynamic and experienced team.
Applicants will be expected to hold a degree level qualification in a relevant environmental discipline and be able to demonstrate at least 2 year’ work experience in a relevant role. A good understanding of national policy and legislation relevant to the climate change agenda is required. Further details about the role and person specification are set out in the Key Requirements document.

Please be aware that, in line with new Government legislation, any of our roles that need to attend or work in a CQC Registered Service will require individuals to be fully vaccinated. The Government guidance ‘Coronavirus (COVID-19) vaccination of people working or deployed in care homes’ applies to every employee attending or working within these settings.
The regulations require individuals to have a MHRA approved COVID-19 vaccine or evidence they are medically exempt from the requirement.
Appropriate checks of evidence of vaccination status or a medical exemption will be requested during the recruitment process, to ensure applicants are eligible to carry out the role. Individuals that have been vaccinated by the NHS in England may demonstrate their vaccination status using the NHS COVID Pass service via the following 3 routes:
- the NHS App
- the NHS website – NHS.uk
- the NHS COVID Pass letter
An individual’s NHS appointment card cannot be used as proof of vaccination status.
Even if your role does not satisfy these legal requirements, the Health and Safety at Work Act 1974 obliges employers to take reasonable steps to reduce any workplace risks, therefore we encourage all of our employees to be vaccinated to protect themselves and everyone else at the workplace.
