Hours: Full time (36.25 hours)

Contract: 3 year fixed term contract

An exciting opportunity has arisen within the property and development team for a senior surveyor to lead the management and delivery of the Councils’ Property and Estates services, providing a comprehensive building surveying and estate management service across Chorley and South Ribble Councils.

 What you’ll be getting up to

  • Lead a high performing property and estates team, managing and coordinating different areas of demand and service delivery to ensure that the councils are meeting their key priorities and legislative requirements.
  • To manage and oversee a high-quality corporate landlord and estates function, meeting the councils’ priorities and legislative requirements.
  • Ensure that there is good records management across the property and estates functions, making good use of technology and supporting service delivery.
  • Working closely with the operational assets service ensure that the councils’ buildings, assets, and estates are safe, meeting legislative requirements, including via a rolling programme of condition surveys and development and delivery of a planned maintenance programme.
  • To manage and oversee the effective management of the councils’ assets, including supporting the development and delivery of asset management strategies and plans.
  • Provide professional advice to other officers and members on property and estates, including via report writing and attendance at relevant meetings.
  • Oversee the management of contractors, including undertaking appropriate procurement and continuing contract management.
  • Lead, plan, co-ordinate and secure the effective delivery of all capital, planned and cyclical works across the Council’s estates in accordance with agreed priorities.
  • To deputise for the head of property and development projects in their absence and support them in providing leadership and management to the wider service, supporting the development and mentoring of junior staff.

Who we’re looking for

  • A chartered and experienced senior building/estates surveyor who can demonstrate
  • Experience of managing and leading multiple teams to achieve key objectives
  • Extensive experience in an estates management role or extensive experience in a property services/ building surveying role
  • Knowledge of current industry legislation and best practice including building compliance
  • Ability to effectively negotiate leases and disputes to achieve positive outcomes
  • Experience of leading and managing a range of projects and programmes
  • Experience of procuring, managing and liaising with external consultants/ contractors
  • A dynamic and engaging individual who is able to demonstrate self-motivation and a strong commitment to their own professional development and the wider team
  • A good knowledge of health & safety and CDM, and its day-to-day implementation within the maintenance environment
