      Rochdale continues to undergo an exciting transformation with numerous regeneration initiatives being delivered across the borough, including Rochdale Rail Corridor, Town Centre Masterplanning, Kingsway Business Park and Junction 19.

      An opportunity has arisen for a number of Principal Surveyor posts to support the delivery of these initiatives and to proactively manage the Council’s existing investment portfolio.

      Reporting to the Head of Estates the posts will be based in the award-winning offices of Number One Riverside and adjacent to the new multi-million pound retail and leisure complex in the heart of Rochdale Town Centre and transport interchange, although there will be an opportunity for an element of hybrid working arrangements.

      We are seeking highly motivated individuals to join the team and whilst each post will have its own specific area of responsibility as outlined below, it is anticipated that there will be an element of cross over and the successful applicants will therefore be required to have experience in all these areas:

      Post 1

      This post will primarily be supporting the work of the Rail Corridor Project across the Borough which has secured funding in the region of £3.5m. Working alongside Rochdale Development Agency and the Interim Director of Economy the postholder will support a valuation and acquisition programme and must have a track record in Compulsory Purchase Orders or acquiring borrowing the principles of CPO.

      The postholder will also be required to support the One Public Estate programme with all relevant property related matters which could include acquisitions, disposals, valuation work and Landlord and Tenant issues.

      The postholder must be an experienced valuer and a working knowledge of local authority asset valuations would be an advantage although not essential.

      Post 2

      The Council has an extensive and varied investment portfolio generating an annual income in the region of £2.5m.

      The postholder will be an experienced Landlord and Tenant surveyor and will lead on the management of the commercial property portfolio on the Council’s behalf. This will include the granting of new leases, lease renewals, rent reviews, applications for landlord’s consent and lease re-gears etc.

      The Council is also undergoing a review of its Investment Portfolio and the successful applicant will be required to play a large part in this review and bringing proposals forward.

      The postholder will also be required to undertake disposals of land and property on the Council’s behalf.

      The postholder must be an experienced valuer and a working knowledge of local authority asset valuations would be an advantage but not essential.

      Post 3

      This post will primarily provide valuation and property advice support to the Council’s Strategic Housing Service.

      Strategic Housing has a number of wide-ranging initiatives ongoing and the successful applicant will work closely alongside Strategic Housing to support the delivery of these schemes. This will include the valuation of varying property interests and the acquisition of key and strategic sites and property by negotiation and/or the use of Compulsory Purchase Powers.

      Strategic Housing also works alongside housing providers including private developers and registered providers, and the postholder will be required to progress potential development sites including the provision of valuations, review and interrogation of development appraisals and disposal of Council owned sites.
