Hong Kong Racing refreshes Horwich plans again

The Weis Group subsidiary has lodged plans for 178 homes on its 6.6-acre chunk of the Horwich Loco Works masterplan, 12 years after first securing planning approval for the site’s redevelopment.

Hong Kong Racing is seeking to move ahead with its portion of the wider 187-acre masterplan, which secured outline consent for 1,700 homes in 2014.

The same year, Bolton Council granted HKR permission for 130 apartments and houses but the scheme never came forward due in part to issues caused by the discovery of an underground aqueduct beneath the site.

In 2022, HKR applied for permission for a revised proposal that accounted for the presence of the aqueduct comprising 145 houses that the council approved.

Since 2022, the developer has revised the site’s layout and added 33 homes to its plans, which have recently been submitted to Bolton Council.

McCamley Architects and LK Group are advising HKR on the proposals.

A design and access statement prepared by the architect states that “the landowner has already spent quite a lot of money resolving the development restrictions of the site and has other ‘abnormal’ costs to bear in the future. But we are now close to making this development a reality”.

How can additional development be permitted on this site whilst the road through the area from Chorley New Road to Middlebrook and the motorway is still blocked. Surely the Council must confirm when this will occur to relieve traffic pressure from Chorley New Road for new and existing residents.

Planning was abused when it was agreed homes could be built before the new middle brook access road was completed. Before anyore homes are built this road should be completed and operational

New schools for both primary and secondary education are needed before any new houses are built and a new junction 7 at the opposite end of horwich would make a much needed difference

A total disgrace,councils again thinking of money,instead of its current residents,Horwich does not have the interstructure to cope with this development

This is quiet alarming considering the amount of new house already built. The roads are already grid locked at rush hour and on match days. They haven’t finished the access road to middlebrook . There Just has not been enough thought on how to maintain this growing community. We have a smaller leisure centre than the previous one. We need more Doctors, Dentist ,Schools and amenities to occupy people old and young. Sadly it all cones down to money and no consideration to the quality of living in Horwich.
