HMS to complete stalled Baltic Triangle development
The main contractor will complete work on Torus’s Liverpool complex, The Vaults, almost a year after construction was halted.
Torus Developments’ £9.8m project off Liverpool’s James Street will be completed by spring 2024. It will offer 64 apartments, all available under their rent-to-buy tenure.
Crossfield Construction was the previous partner on the residential project. The contractor went into administration in April 2022, delaying the scheme.
HMS, which also completed work on Torus Developments’ stalled Burscough site, has taken over construction. The Vaults will be the sixth scheme HMS has completed for Torus.
HMS will mobilise the St James Street site this month to complete all internal works, as well as some remedial and external works.
Steve Alcock, director of development & sales at Torus Developments, said: “When handed over, The Vaults will mark HMS’ completion of over 300 additional homes to us – this is above and beyond the expected development activity – and further highlights the team’s ability to adapt and deliver consistently.
“The past three years have seen unprecedented turmoil in the construction sector so it is important to have such a reliable partner,” Alcock said. “We are thrilled to be working with HMS once again and are looking forward to the completion of our first City Centre development.”
HMS’s construction director, John Barrow, continued: “We’re delighted to have been appointed to complete yet another scheme for Torus – especially The Vaults, given the significance of the site and its location.
“As a unique site, The Vaults will be a complex, yet rewarding, build for the team but with their vast experience and knowledge I know we will get the scheme back on track for completion next year.”
Torus Developments and HMS are both part of Torus Group, one of the North West’s largest landlords. The company owns and manages around 40,000 homes around Liverpool, St Helens, and Warrington.
The Baltic Triangle scheme is part of Torus Group’s plans to build 5,300 homes in Liverpool by 2024.

At last this matter looks to be resolved as it has been idle for such a long time, the contractor who went bust were also going to deliver a hotel on the adjacent site so it is hoped that might still be developed by someone.

James Street and St. James Street are in different areas, this development is St.James Street.
