Communities across the North West continue to grapple with the task of producing Neighbourhood Plans. The Government has tightened up the support responsibilities of local planning authorities and the grant regime overseen by Locality has been recast. However, the role of Neighbourhood Planning in the development plan system remains a source of debate with various research studies revealing a mixed progress picture.
