As Director of International Trade and Investment for the Scottish Government he has policy responsibility for attracting inward and capital investment to Scotland and is also the Shareholder and Sponsor for the Scottish National Investment Bank. Richard has an M.Phil in Urban Policy from Glasgow University and is a Board member of Teesside University and Scottish Ballet.
