Local Authorities are facing increased pressure to completely review their Estate Management strategies in response to continuing economic and budget demands.
Rochdale and Trafford are shining examples of how two Councils have taken this a step further by becoming developers in their own right, as well as instigating widespread organisational and cultural change in their own workplace.
