Bite-Size Session: Driving up Quality in Domestic Retrofit – the Each Home Counts review, Trustmark and the new PAS 2035 standard

Since the scrapping of the Green Deal, large numbers of poor-quality installations of domestic retrofit measures, and a few high-profile disasters, have led to a collapse of confidence in the industry, for Government and consumers.  It became clear that measures installed under the Energy Company Obligation (ECO) are under-funded, and that the early versions of the installation standard PAS 2030 were not fit for purpose.

Government’s response has been to promote the industry-led Each Home Counts review, which is now being implemented.  Key mechanisms are the forthcoming requirement for all ECO-funded installations to be subject to the TrustMark quality assurance scheme and to comply with the new domestic retrofit standard PAS 2035.

In this Bite-Size session, architect and retrofit risk management specialist Dr Peter Rickaby will present his work on the Each Home Counts review and on PAS 2035.  Peter will cover:

  • Recent failures and defects in domestic retrofit
  • The Each Home Counts review – objectives, recommendations and implementation
  • The Trustmark quality assurance scheme, including the Customer Charter and the Code of Conduct
  • The BSI Retrofit Standards Task Group and the Retrofit Standards Framework
  • The new technical standards – PAS 2035 and the updated PAS 2030
  • The move away from ‘competence’ and towards qualifications, in the retrofit industry
  • The transition to the new regime (by November 2020) and the proposed pilots
  • The importance of TrustMark being adopted in all housing sectors (not just for ECO)
