Elliot secures backer for £130m Heap’s Mill

Developer Elliot Group is understood to have sold the £130m Heap’s Mill redevelopment in Liverpool to a consortium of international investors.

Elliot Group received planning permission in October 2014 for 800 homes and 12,000 sq ft of leisure and retail units on the listed Heap’s Rice Mill complex, arranged around a public space called Baltic Square.

There will be four blocks comprising a mid-rise 14 storey building on the corner of Park Lane and Liver Street and three 10-storey units, together with the mill buildings themselves.

The scheme was designed by Falconer Chester Hall.

The Heap’s Mill was spot listed by English Heritage in 2014 after an earlier planning application from Elliot Group, then known as One Park Lane, suggested demolishing the buildings.

Liverpool contractor CC Geotechnical started on site last summer with preparatory works and ground investigations.

Elliot Group is expected to remain as a development manager on the site.

Negotiations are ongoing with neighbours and stakeholders.

Elliot Group declined to comment.
