Dolan swaps Anwyl for Breck
Bringing with him 28 years of property development expertise, Phillip Dolan has become the housebuilder’s managing director of the North West and will lead its growth in the region.
Dolan joins Breck’s Preston HQ from Wales-based Anwyl Homes, where he has spent the previous nine years as managing director.
He has also held senior roles at Persimmon Homes, PJ Livesey Group, Barratt Homes, and Gladman Developments.
Dolan said: “Our goal is to strengthen Breck Homes’ position as the developer of choice for our registered provider partners, delivering the affordable homes the country so desperately needs.”
Breck Homes works alongside a range of housing associations, including Torus, Places for People, Progress Housing Group, Aspire Housing, Jigsaw, Great Places, Livv Housing Group, Weaver Vale Housing, and Community Gateway.
Dolan continued: “We have an outstanding development pipeline, a strong and passionate team, and a clear vision for the next stage of growth.
“It’s remarkable to see how far Breck has come in just five years, especially through challenging market conditions.
“The business is agile, well-funded, and backed by a strong leadership team – we are well poised to continue that growth for the next five years.”
Dolan will lead around 30 employees, primarily from the Preston office.
As of autumn this year, Breck has up to 2,000 properties in its development pipeline.

Dolan’s appointment aligns with the business’s goals. Garnett describes him as an experienced professional and a well-respected, capable leader.
Breck has a wide North West portfolio. Last week, work began on a £15m Breck scheme in Blackpool, which is to be handed over to Progress Housing Group upon completion.
In addition, work has started on 51 affordable homes in Preesall in September.
