DB Remediation appointed on £6m Merseyside contract

Developer BXB has selected the Warrington-based firm to prepare the ground for a link road aimed at unlocking the Cowley Hill residential 104-acre site in St Helens, Liverpool City Region’s largest brownfield site.

DB Remediation is scheduled to begin the 12-month package of work in June.

The firm also delivered a package of enabling works to prepare part of the site for Torus, which acquired the portion of the site from BXB and plans to deliver 200 homes.

Once DB Remediation completes the £6m programme, the link road, which benefits from a £10m grant from the Liverpool City Region Combined Authority, can begin.

The road will run from Washway Lane to College Street.

Cowley Hill is being promoted by a joint venture between BXB Land Solutions and Promenade Estates.

“We are moving at pace and will keep our foot on the gas,” said Gary Goodman, land director at BXB.

“Negotiations will shortly conclude with a main contractor for the actual road, but this early appointment enables us to offer housing developers certainty around plot availability and will give the combined authority and St Helens council a clearer sight of when housing units will be delivered.”

The Cowley Hill site was formerly part of the Pilkington complex, one of the glassmaking town’s largest operations. The western part of Cowley Hill Works has been retained by Pilkington and remains in operation.

Following the sale of the first plot to Torus, there are another three residential plots available.

The masterplan for the site was devised by architects Brock Carmichael, with CPC appointed as project managers and Gardner & Theobold as cost consultants.

Solicitors Hill Dickinson advised on the contractual terms for the agreement with DB Remediation.
