Anwyl’s Preston proposals return to committee

The housebuilder’s plans for 34 homes on a greenfield site in Preston will return to the council’s planning committee this week, after a decision was deferred in April.

The vacant three-acre site sits to the south of Hindley Close and Williams Lane in Fulwood and is bordered by woodland. It is currently in private ownership, although the land is used by dog walkers.

Anwyl is proposing to build 24 four-bedroom homes along with four three-beds and six two-beds. Around 30% of the housing is set aside for affordable tenures, while access will be via Ladybank Avenue.

The plans went to committee in April with a recommendation to approve, but members decided to defer the application to allow for a re-think of the location of the affordable housing within the site.

Originally, the affordable homes were all located in one cluster to the west of the site, which Anwyl argued was necessary due to the plot’s small size. However, following April’s committee, the site layout has been changed to reflect the committee’s concerns, with the affordable housing now split across two clusters, one to the south and one to the north.

Recommending the scheme for approval again at June’s committee, officers said the changes were “an improvement on the originally submitted scheme” and added the loss of green space was acceptable, given the Local Authority could not demonstrate a five-year supply of housing land, and argued the green space was “surplus to requirements”.

Preston’s planning committee will decide on the application on 6 June. PWA Planning has supported Anwyl Homes on the proposals.
