Chester & District Housing Trust, which has 14,000 tenants, is to spend up to £40m on building new and refurbishing existing properties over the next four years.
The organisation, labelled 'excellent' by the Audit Commission, is currently recruiting companies to a framework of architects, quantity surveyors and construction contractors.
There will be a maximum of ten appointed in each of the three service areas, with firms allocated to either major or minor works panels.
Chester & District Housing Trust expects to appoint the framework partners by the end of June.
